Partnership Network

UNESCO-ICHEI brings together partners from HEIs, EdTech enterprises, government agencies, and international organisations, creating an international ecosystem that promotes the global digital transformation and AI application in higher education.
The overall objective of IIOE National Centres is to build a national hub facilitating digital transformation of higher education and digital learning, and to coordinate and facilitate capacity building, course development & localisation, and joint research in higher education.

    IIOE acknowledges the collective impact of the partner HEIs and recognises the need to further expand the network. In order to engage and mobilise HEIs on the regional level, and establish national focal points to coordinate and build capacity for local partners, the IIOE Secretariat calls upon long-standing partner HEIs to host IIOE National Centres in their respective countries.


    IIOE National Centres will serve as the national hub for IIOE partner HEIs in the country to coordinate IIOE projects and push for national and regional OBTL development. With support from UNESCO-ICHEI and the IIOE Secretariat, the network of IIOE National Centres will be able to leverage the knowledge and tools of IIOE for higher education digital transformation in their region and achieve compounded impact.

    IIOE National Centres are co-established by UNESCO-ICHEI and its partner HEIs. When the need for a national and regional leading and coordinating role on OBTL development arises, a particular IIOE National Centre is proposed by UNESCO-ICHEI and hosted by the leading partner HEI in the country. UNESCO-ICHEI provides the hosting HEI with hardware and software support, as well as technical support in regards to OBTL implementation and development.


    IIOE National Centres are responsible for growing the IIOE network within the country. Prospective partner HEIs in countries where there are IIOE National Centres will join the IIOE network through recommendations by their National Centres. IIOE National Centres will also coordinate IIOE programming, such as OBTL webinars, course joint-development, and joint research in the country, and host national activities.

    In active project countries, UNESCO-ICHEI collaborated with the flagship institutions with long-standing partnerships to establish IIOE National Centres for the local implementation of projects. The IIOE National Centres are empowerment hubs for teacher digital competency building, digital learning, and digital transformation of higher education in the project countries, and have the endorsement of the host governments (ministries overseeing higher education).


    Currently, UNESCO-ICHEI has established IIOE National Centres in 13 institutions across Asia and Africa, establishing a local network of HEIs in their respective countries.

    Cadi Ayyad University
    Cadi Ayyad University was created in 1978, which has continued to evolve and confirm its positioning at the national and international level as much by the evolution of its number of students as by the diversification of its training offer or by the research and national and international influence. It was ranked by THE as one of the top 100 young universities under 50 years of history, as well as the number one university of Morocco, the Maghreb and even Francophone Africa for 3 consecutive years. Today, UCA has 13 academic institutions. It welcomes around 110,000 students, one of the largest student populations among Moroccan universities.

    Ain Shams University
    Ain Shams University was founded in July 1950 under the name of "Ibrahim Pasha University". Along with Cairo University and Alexandria University, they aim to fulfill the message of universities and meet the increasing demand of higher education. The university has 8 campuses, 19 faculties and institutions, 200 departments and centres, 7 hospitals and 6 medical centres (4000 hospital beds). Currently, it has 14,000 faculty and staff, 200,000 undergraduate students, 30,000 postgraduate students, and 4,083 international students.

    Indonesia Cyber Education Institute
    In July 2021, the Indonesian government established Indonesia Cyber Education Institute (ICE Institute), which is based on Universitas Terbuka as an important strategic measure for the government to improve the equity, quality and relevance of higher education. So far, ICE Institute has 22 partner universities among the top 100 universities in Indonesia, with a register of 3,800 students and a total of 8,857 students enrolled in various courses of ICE Institute and EdX.

    Mongolian University of Science and Technology
    The Mongolian University of Science and Technology (MUST) was founded in 1969 as a part of the National University of Mongolia. Situated on its extensive campuses in Ulaanbaatar City, it is one of the leading state universities in the country, as well as one of the largest centers for scientific and cultural exchanges in Mongolia. Approximately two-thirds of all academically educated Mongolians have graduated from MUST. MUST is made up of 17 professional schools, colleges and 3 research institutes and 36 experimental and technology centers.

    University of Engineering and Technology, Lahore
    The University of Engineering and Technology, Lahore (UET Lahore) is a public university located in Lahore, Punjab, Pakistan, specializing in science, technology, engineering and mathematics (STEM) subjects. Established in 1921, it is the oldest and one of the most selective engineering institutes in the country. UET Lahore has a faculty of 881 people, of which 257 have doctorate degrees. It has more than 11063 students studying in undergraduate and postgraduate programs.

    Mulungushi University
    Mulungushi University, located in Kabwe, Zambia. It is one of Zambia's three public Universities. It was earlier the National College of Management and Development Studies and was turned into a university by the Zambian Government in a private public partnership with Konkola Copper Mines. It is comprised of three campuses: the Great North Road Campus, the Kabwe Town Campus, and the Livingstone campus. Established on 1 January 2008, the university provides Bachelor of Arts degrees on full-time and distance education.

    Founded in 1931, Universiti Putra Malaysia (UPM) is an internationally acclaimed university with a 90-year history of excellence in higher education. The university is also a member of Southeast Asian Association for Institutional Research (SEAAIR), ASEAN University Network (AUN), Association of Commonwealth Universities (ACU) and Eurasia-Pacific Uninet (EPU). UPM currently has about 25,500 students and 4,500 teachers. There are 15 colleges, 11 research institutes, 2 professional schools, 8 academic centers, 12 research centers, 2 graduate schools and 1 branch campus.

    Ahmadu Bello University (ABU), Zaria, which was founded on October 4, 1962, is a federal government (public) University located in Zaria, Kaduna State, Northern Nigeria and is the largest and most cosmopolitan University in Nigeria. It has a student enrollment in the University's degree (undergraduate and postgraduate) and sub-degree programs of about 80,000. There are 3,038 academic and research staff (2,451 males and 587 females) and 8,838 support staff (7,065 males and 1,773 females).

    Founded in 1990, Gaston Berger University is a non-profit public higher-education institution located in Saint-Louis. Officially recognized by the Ministry of Higher Education and Research of Senegal, Gaston Berger University is a large coeducational Senegalese higher education institution. Gaston Berger University offers courses and programs leading to officially recognized higher education degrees such as pre-bachelor degrees (i.e. certificates, diplomas, associate or foundation), bachelor degrees, master degrees, doctorate degrees in several areas of study.

    The University of Nairobi is the largest university in Kenya and has been the only higher education institution in Kenya for a long time. It was founded in 1956 as a branch of the University of London and later University of East Africa. Located in the capital of Kenya, University of Nairobi has 10 campuses, 35 faculties, 540 academic programmes, 84,000 students, 2,220 academic staff with PhDs, 450 professors, 5,525 administrative & technical staff, 1,350 international collaborations, 800 students/faculty exchange, over 500 scholarships and over 240,000 alumni.

    Established in 1955, Tashkent University of Information Technologies (TUIT) is committed to cultivating talents in the field of ICT and upgrading the system of training high-quality talents in ICT according to international standards. TUIT is the largest telecommunication and information institution in Central Asia and the first university of information technologies in the sub-region. The headquarter of TUIT is located in Tashkent, with 6 branch campuses, 13 colleges, and 62 departments.

    Addis Ababa University
    Addis Ababa University is Ethiopia's oldest and largest higher education and research institution. Since its establishment, the university has been a leader and pioneer in teaching, research, and community service in Ethiopia. The university offers 70 undergraduate programs and 293 graduate programs (72 PhD programs and 221 master's programs) across its 14 campuses, along with various health science specializations. Since its founding, more than 222,000 students have graduated from AAU. In recent years, Addis Ababa University has consistently adopted proactive reform strategies, developing and implementing various reform programs to respond to rapidly changing domestic and international educational dynamics. Currently, Addis Ababa University has 10 colleges, 4 teaching and research institutes, and 6 research institutes primarily engaged in research.

In recent years, UCC has actively promoted digital transformation and international cooperation, leveraging ICT and modern education technologies to improve teaching quality and equity. The university strives to be a leader in the advancement of higher education across Africa.
